When a police commisioner's son is killed by a renegade group of street racers, he decides to send in an undercover officer to bring them down. The racers soon take the law into their own hands. The frustrated public, and the commisioner, realise it will take more than just one officer to bring down an elite group of corrupt cops, wealthy business men and the street wise racers.
